The Delphi technique was used to build consensus on the opinion of panel members, through a series of structured questionnaires administered in an iterative multi-round process. In each round, experts were sent a draft model and asked to complete an online survey, in which they reviewed and rated possible outcomes, associations/relationships, costs and other factors shown in the model draft.
